El nombramiento se hizo público el 27 de abril por el Arzobispo Carlo Maria Viganò, nuncio apostólico de los Estados Unidos
John C. Wester nació el 5 de noviembre de 1950 en San Francisco. Obtuvo su título universitario en 1972 y una Maestría en Divinidad del seminario St. Patricks en Menlo Park California en 1976.
También tiene una Maestría en Espiritualidad (1984) de la Universidad de San Francisco y una Maestría del Colegio Holy Names (1993) en Oakland.
